REUTERS/Brian Snyder</td></tr> </tbody></table> <br /> The U.S. government has granted waivers to let 872 refugees into the country this week, despite President Donald Trump's executive order on Friday temporarily banning entry of refugees from any country, according to an internal Department of Homeland Security document seen by Reuters.<br /> <br /> A Homeland Security official, speaking on condition of anonymity, confirmed the waivers, noting that the refugees were considered "in transit" and had already been cleared for resettlement before the ban took effect.<br /> <br /> Refugees preparing for resettlement typically have severed personal ties and relinquished their possessions, leaving them particularly vulnerable if their plans to depart are suddenly canceled.<br /> <br /> The waivers, granted by the State Department and the Department of Homeland Security (DHS), came amid international protests against Trump's rushed executive order. Critics said the order in some cases was not clearly communicated to the agencies responsible for implementing it.<br /> <br /> It was not known if additional waivers would be granted, the official said. The document did not give the nationalities of the refugees who will be admitted into the United States.<br /> <br /> Over the weekend, non-refugee visitors from seven majority-Muslim countries also targeted in Trump's executive order were detained, deported and in some cases blocked from boarding flights to the United States.<br /> <br /> The countries covered by the traveler ban were Iran, Iraq, Syria, Sudan, Somalia, Libya and Yemen.<br /> <br /> The internal DHS document said that between late Friday and early Monday 348 visa holders were prevented from boarding U.S.-bound flights. In addition, more than 200 people landed in the United States but were denied entry, the document showed.<br /> <br /> More than 735 people were pulled aside for questioning by U.S. Customs and Border Protection officers in airports, including 394 legal permanent U.S. residents holding green cards, over the same time period.<br /> <br /> Trump said the executive order he signed on Friday was designed to protect the United States "from foreign terrorist entry."<br /> <br /> The order stopped all refugee admissions for 120 days while government officials determine how to ensure that any refugees admitted do not pose a threat.<br /> <br /> The 872 refugees to be admitted this week, under the waivers, were screened using Obama administration procedures, which typically take two years and include several interviews and a background check.<br /> <br /> The DHS said on Sunday night that green card holders would be allowed to board U.S.-bound flights, but would be subjected to additional scrutiny upon arrival.<br /> <br /> The public guidance from DHS also said some people from the seven majority-Muslim countries could be allowed entry to the United States on a case-by-case basis.<br /> <br /> Congressional Democrats and some foreign countries, including key U.S. allies, put pressure on Trump on Monday over the executive order.<br /> <br /> Democratic Senators tried to force a vote on a bill to rescind the order, but were blocked by a Republican lawmaker. Democratic Senator Dianne Feinstein said she had 27 co-sponsors for the legislation. LSD May Help Reveal What Makes Music Meaningful

There's a good chance that there's a song that is particularly meaningful to you, and a new small study from Switzerland may explain what makes things we experience, including music, meaningful.<br /> <br /> In the study, researchers asked people to take the drug lysergic acid diethylamide, or LSD, and then were able to pinpoint how people's brains ascribed meaning to specific factors, such as songs, in their environment.<br /> <br /> It turns out that this connection to meaning may involve certain areas of the brain that previous research has tied to how people experience their sense of self, the researchers said.<br /> <br /> The new findings show which cells, chemicals and regions in the brain "are involved when we perceive our environment as meaningful and relevant," study co-author Katrin Preller, a psychology and neuroscience researcher at the Zürich University Hospital for Psychiatry in Switzerland, said in a statement. [10 Things You Didn't Know About You]<br /> <br /> "This is important to understand, since it can reveal potential targets for the treatment of psychiatric illnesses," Preller told Live Science.<br /> <br /> Previous research has shown that taking LSD alters how a person ascribes meaning to his or her environment, Preller said. For each scan, the participants were given a placebo, LSD or LSD plus a drug called ketanserin, which blocks some of LSD's effects on the brain. During the brain scans, the people in the study listened to some songs that had a special meaning to them, and others that were not particularly meaningful to them.<br /> <br /> The researchers found that songs that were normally meaningless to the listeners became meaningful when the people listened to them under the influence of LSD. However, that effect was diminished when the people had taken LSD along with ketanserin, according to the study, published Jan. 26 in the journal Current Biology.<br /> <br /> The brain scans showed that this change — from meaningless to meaningful — appeared to be induced by LSD acting on certain receptors and structures in the brain, according to the study. The protests spread westward as the day progressed.<br /> <br /> The order, which bars admission of Syrian refugees and suspends travel to the United States from Syria, Iraq, Iran and four other countries on national security grounds, has led to the detention or deportation of hundreds of people arriving at U.S. airports.<br /> <br /> One of the largest of Sunday's protests took place at Battery Park in lower Manhattan, within sight of the Statue of Liberty in New York Harbor, long a symbol of welcome to U.S. shores.<br /> <br /> Democratic Senator Charles Schumer of New York told the crowd that Trump's order was un-American and ran counter to the country's core values.<br /> <br /> "What we are talking about here is life and death for so many people," the Senate Democratic leader said. The suit said their connections to U.S. forces made them targets in their home country and that the pair had valid visas to enter the United States.<br /> <br /> The lawsuit highlights some of the legal obstacles facing Trump's new administration as it tries to carry out the directive, which the president signed late on Friday to impose a four-month ban on refugees entering the United States and a 90-day hold on travelers from Syria, Iran and five other Muslim-majority countries.<br /> <br /> In an emergency ruling on Saturday, U.S. District Judge Ann Donnelly ordered U.S. authorities to refrain from deporting previously approved refugees as well as "approved holders of valid immigrant and non-immigrant visas and other individuals ... legally authorized to enter the United States" from the countries targeted in Trump's order.<br /> <br /> The American Civil Liberties Union, which sought the temporary stay, said it would help about 100 to 200 people who found themselves detained in transit or at U.S. airports after Trump signed the order.<br /> <br /> "I am directing the government to stop removal if there is someone right now in danger of being removed," Donnelly said in the court hearing. "No one is to be removed in this class."<br /> <br /> U.S. Department of Justice attorney Susan Riley during the hearing said, "This has unfolded with such speed that we haven't had an opportunity to address all the legal issues."<br /> <br /> Many of the people in a huge crowd that had gathered outside the Brooklyn courthouse broke out into cheers after word of the judge's ruling filtered out.<br /> <br /> The U.S. Department of Homeland Security in a statement hours later said only a small fraction of airline passengers arriving in the United States on Saturday were "inconvenienced while enhanced security measures were implemented."<br /> <br /> "These individuals went through enhanced security screenings and are being processed for entry to the United States, consistent with our immigration laws and judicial orders," the statement said.<br /> <br /> The department said Trump's executive order remained in place and that its officers would enforce it.<br /> Separately, a group of state attorneys general were discussing whether to file their own court challenge against Trump's order, officials in three states told Reuters.<br /> <br /> "TARGETED BY TERRORISTS"<br /> <br /> The plight of one of the men who brought the lawsuit, a former U.S. Army interpreter who was detained at John F. He is the husband of an Iraqi woman who worked for a U.S. contractor in Iraq. She already lives in Houston, the suit said.<br /> <br /> Trump, a Republican, has said his order would help protect Americans from terrorist attacks.<br /> <br /> The lawsuit on behalf of the Iraqis challenges Trump's order on several grounds. It says the order violates the U.S. Constitution's guarantee of due process by taking away their ability to apply for asylum, and violates the guarantee of equal protection by discriminating against them on the basis of their country of origin without sufficient justification.<br /> <br /> It also says the order violates procedural requirements of federal rulemaking.<br /> <br /> The next hearing in the case was set for Feb. 10.<br /> <br /> Supporters of the order say the president has wide authority to limit the entry of foreign nationals from specific countries when it is in the national interest.<br /> <br /> "Even if they do and they win, my answer is so what?" said Mark Krikorian, the director of the conservative Center for Immigration Studies.<br /> <br /> "We are talking a few dozen people – that is just a last-ditch effort to get the last few people in. Firstly, two yellows would get 10 mins off the field, but also, surely any current red card bar deliberate violent conduct (trying deliberately to hurt someone) could just be an orange. Every week, some idiot accidentally goes over the top with a miss timed tackle, and gets sent off thus ruining the contest – just give him 10 mins to have a good think about his behaviour. Also with a lesser penalty, more sh#thousery can be punished with a more appropriate offence – dive…10 mins, clear time wasting…10 mins, screaming at the ref…10 mins.<br /> <br /> Lastly, and straight out of field hockey and rugby’s book, for a foul, the ball doesn’t have to be stopped or even kicked to anyone else…you can just dribble away with it (as long as you pass through the place where the offence happened) – no messing around. An additional Rs410 million will be required to pay the first instalment of cash to the remaining families.<br /> <br /> Bhaktapur is the last of the 14 worst-affected districts where the aid was distributed. The extent of his injuries were an eye socket and cheekbone smashed in several places. It is like a player coming to Manchester United. It is not easy coming and transforming the club’s fortunes from my time, it is not easy,” Ferguson said in an interview with BBC Sport.<br /> <br /> “I thought Louis van Gaal did a good job and I think Jose is doing a great job.<br /> <br /> “He has got to grips with the club – you can see that. The team is playing really well and he has been very unlucky. He has had six draws I think, 1-1 – and every game he has battered that team.<br /> <br /> “I think without all of those draws, they would be challenging Chelsea.<br /> <br /> “That is the unfortunate part, but he has got to live with that but I think he will be inspired by the progress of the team.”<br /> <br /> Ferguson, who retired in May 2013 following 26 years at the helm, feels former Chelsea boss Mourinho has slowly grown into his role at Old Trafford.<br /> <br /> “I think Jose is finding solutions now,” the 75-year-old added. “There was a period earlier in the season when he wasn’t getting the decisions and his emotions boiled over. You see him now – he is calm and in control.<br /> <br /> “That is the obvious observation I am making of the team now. The team is mirroring its manager.<br /> <br /> “It is playing with great energy, determination and will to win, which I think is really important.”<br /> <br /> Ferguson made Rooney the most expensive teenager of all-time when signing the player aged 18 from Everton for around £30million in 2004.<br /> <br /> The Scot recalled how the mother of Everton chairman Bill Kenwright had come on the phone during negotiations urging him not to sign “her boy”.<br /> <br /> Ferguson was impressed by Rooney’s “courage” as a striker, but “never imagined what he would go on to achieve”.<br /> <br /> Charlton’s 249-goal club-record tally, achieved over 758 appearances, had stood for 44 years. Rooney, 31, has featured in 546 games.<br /> <br /> It is a landmark Ferguson believes may never be surpassed.<br /> <br /> “In the present-day game, it is difficult to see any club having players who can stay with them for 10 years, so I think that is the issue,” Ferguson said.<br /> <br /> “Jose has mentioned Marcus Rashford and there is an opportunity for that young lad, if he stays at United, and develops his potential the way that Wayne has, but it is a very big target to hit.<br /> <br /> “Bobby Charlton’s record was quite substantial. E-Cigarettes Not a Smoking Deterrent for Kids

They are often marketed as a "safer" alternative to smoking, and a bridge toward quitting.</div> <div> <br /></div> <div> But little is actually known about their health effects, according to the U.S. National Institutes of Health.</div> <div> <br /></div> <div> In recent years, the devices have been soaring in popularity among U.S kids. A federal report found that between 2013 and 2014, e-cigarette use tripled among high school and middle school students nationwide.</div> <div> <br /></div> <div> Still, cigarette smoking has continued to decline. And some have argued that the rise in kids' e-cigarette use might actually be feeding the decrease in their smoking rate, said Lauren Dutra, the lead researcher on the new study.</div> <div> <br /></div> <div> Based on her findings, however, she said that's not the case.</div> <div> <br /></div> <div> "We found no evidence to support that idea," said Dutra, who was a fellow with the University of California, San Francisco's Center for Tobacco Control Research and Education at the time of the study.</div> <div> <br /></div> <div> In fact, the study found, many kids who used e-cigarettes had never smoked -- and were actually "low risk" for starting.</div> <div> <br /></div> <div> "These aren't the kids we would normally expect to take up smoking," said Dutra, who is now a social scientist with the non-profit research group RTI International.</div> <div> <br /></div> <div> The study findings are based on an ongoing federal survey tracking tobacco use among U.S. kids in grades six through 12.</div> <div> <br /></div> <div> Overall, students' smoking rates dropped between 2004 and 2014, from nearly 16 percent to just over 6 percent. The decline was steady, with no signs of speeding up after 2009 -- when e-cigarettes came onto the scene.</div> <div> <br /></div> <div> If the devices really were driving kids away from cigarettes, Dutra said, you'd expect to see an acceleration in the smoking decline.</div> </div> <div> <br /></div> <div> <div> Instead, the researchers said they found evidence that e-cigarettes are attracting kids who would be unlikely to use tobacco.</div> <div> <br /></div> <div> The number of U.S. kids using e-cigarettes alone rose during the latter part of the survey period. By 2014, 6.5 percent of students said they'd ever used the devices, but had never smoked.</div> <div> <br /></div> <div> And, the study found, most of those kids did not have the risk factors that are usually linked to cigarette smoking -- such as living with a smoker, or thinking that smoking makes a person "look cool."</div> <div> <br /></div> <div> But if e-cigarettes contain no tobacco, what is the harm?</div> <div> <br /></div> <div> "One is that kids who use e-cigarettes are more likely to start smoking cigarettes," said Thomas Wills, a professor at the University of Hawaii Cancer Center, in Honolulu.</div> <div> <br /></div> <div> <br /></div> <div> "It is clear that e-cigarettes act as a gateway to smoking," added Wills, who wrote an editorial published with the research.</div> <div> <br /></div> <div> Plus, he said, some studies have linked e-cigarettes to asthma in teenagers. It's not clear why, but it's potentially related to "combustion products" from the devices' flavorings and propylene-glycol base, Wills said.</div> <div> <br /></div> <div> And, of course, e-cigarettes contain nicotine -- a highly addictive drug, both Wills and Dutra pointed out.</div> <div> <br /></div> <div> The report was published online Jan. 23 in the journal Pediatrics.</div> <div> <br /></div> <div> A separate study in the same issue of the journal pointed to other concerns.</div> <div> <br /></div> <div> The study by Zewditu Demissie, of the U.S. Centers for Disease Control and Prevention, and colleagues found that U.S. kids who used e-cigarettes alone showed elevated rates of "risky" behaviors -- such as having multiple sexual relationships or abusing marijuana or prescription painkillers.</div> <div> <br /></div> <div> Among the teens in the study who "vaped," rates of those health risks were not as high as smokers' were. But they were higher compared with kids who used no tobacco-related products.</div> <div> <br /></div> <div> However, the study doesn't prove that e-cigarettes cause teenagers to take health risks, the researchers wrote.</div> <div> <br /></div> <div> Wills said, on one hand, e-cigarettes may attract kids who are somewhat drawn to "risky things."</div> <div> <br /></div> <div> But, he added, studies do suggest that e-cigarettes can encourage at least one unhealthy habit: Smoking.</div> </div> <div> <br /></div> <div> <div> Last year, the U.S. Food and Drug Administration banned e-cigarette sales to minors -- after many U.S states already had. But Dutra said that's unlikely to be enough.</div> <div> <br /></div> <div> "Cigarettes have been restricted to people 18 and over for a long time," she noted, "but kids still get them."</div> <div> <br /></div> <div> E-cigarettes appeal to kids, Dutra said, because they are flavored, with enticing tastes such as "birthday cake."</div> <div> <br /></div> <div> "They don't taste like an ashtray," Dutra said. "They taste good."</div> <div> <br /></div> <div> She noted that regulators have taken no steps to address the devices' "kid-friendly" flavors, TV ads or health claims.</div> <div> <br /></div> <div> If e-cigarettes do encourage some kids to try cigarettes, then why are smoking rates still going down? According to Dutra, the most recent federal figures -- from 2015 -- suggest the decline is plateauing, and smoking rates may even be ticking up slightly among high school kids.</div> </div>
